The Association of Local Authorities in Jämtland, Sweden is the Lead partner and the Regional Association of Local Authorities in Indre Namdal (Regionrådet) is the responsible partner for Norway
 
 
Overall Description of the Bottom Rules Project
 
Bottom Rules (bottom up strategies aimed at sustainable development in rural areas) is a ‘supportive project to’ and closely linked with the DESERVE project.  The partners in Bottom Rules and DESERVE share similar problems such as; young and well educated inhabitants moving out of their areas; a diminishing private sector and an ageing population.  By linking with the DESERVE project there is the opportunity for the partners in Norway and Sweden to participate in transnational exchanges which will provide the opportunity to bring new ideas and initiatives to our own work.
 
Over the period of the project there will be a number of study visits where representatives from local development groups and local village groups, as well as local politicians will visit similar areas in other countries participating in the Northern Periphery Programme.  The Bottom Rules project focuses on local development.  Collaboration between the DESERVE and the Bottom Rules projects will be in the form of two representatives each from Norway and Sweden participating in all the DESERVE International Steering Group site visits.   The aim of participation is to collect knowledge and information about the models and activities that are studied within the DESERVE project.
 
After each of the study visits the participants in Bottom Rules will have a follow-up meeting either with Sweden and Norway together or separately, where within the frame for Bottom Rules they will decide if they want to:
 
1)       Make their own more in-depth study visit to the same place to allow representatives from local level and rural groups to partake of the knowledge and experience that a visit offers.  
2)       Invite a lecturer from the country in question to a seminar so that they can spread the knowledge and experience to a greater group from home ground.
 
If they feel that the model that was studied with DESERVE isn’t of relevance to their own particular position then no further action will be taken
 
The collaboration with DESERVE also means that study visits in Sweden will be expanded to include Jämtland.  There are also plans for a joint final transnational seminar with the DESERVE project in early summer 2007.
 
 
 
The proposed Bottom Rules project will benefit the NPP area in a number of ways:
 
  • Increased knowledge within the area of rural development through a transnational experience exchange between 5 countries.
  • A platform for building a network that will live on after the conclusion of the project.
  • New initiatives within rural development work regarding both commercial services and economic growth.
  • Increased knowledge in international collaboration.
  • Increased understanding of other countries social systems and problems.
 
The main objectives of the project are:
 
  • To collect knowledge and experience around how different regions in other countries have supported, encouraged and established energetic rural development groups / processes in harmony with local, regional and state authorities.
  • To create the necessary conditions for new possibilities based on new collected knowledge that gives the potential for the development of good living, service and providing possibilities in our countryside.
  • That at least one new initiative within the area of rural development will be started in each participating municipality as a result of this project in collaboration with DESERVE.
  • To collect knowledge and experience about work methods that aim to encourage the desire to get involved in their communities.
  • To specifically study cross sector solutions within development in rural areas.
  • That the contacts that are created within the frame of the project's collaborations live on after the project.
 
The expected results of the project are:  
 
  • That every participating municipality will document two, or parts of two models, that they are interested in implementing in their own rural development work.
  • That at least two transnational contacts / networks are created in both Norway and Sweden and these contacts remain after the conclusion of the project.
  • That both Sweden and Norway receive at least one transnational study visit from the DESERVE project during the project period.
  • That Sweden and Norway together participate with two representatives each in the study visits that the DESERVE project organises.
  • That both Sweden and Norway carry out at least three in-depth study visits each as a result of the collaboration with the DESERVE project and where mainly representatives from the local level participate.
  • That together with the DESERVE project to carry out a concluding transnational seminar during the spring of 2007.
 
The added value to the programme region will be:
 
  • An increased understanding for the specific problems of rural areas in different countries that can affect their own development work.
  • An increased exchange of experience between countries within the NPP area.
  • The creation of new platforms / networks for transnational collaboration within the NPP area.
  • Collaboration over national borders to solve common problems.
  • Knowledge transfer over national borders.
